Job search strategies are comprised of many different things. If we continue the military analogy, your "weapons" include your resume, your interpersonal and communications skills, your accomplishments, your relevant work skills and experiences, your education, your network, your personality, and even, sometimes, your appearance.
In the 21st century, additional weapons available to you include the technology available to you, your skills in using that technology, and the reach of your cyber network.
